STCW Reg 11/2 or 111/2
* At least 10 years sea-going experience (international preferred)
* Internationally recognised degree or certificate in Marine Surveying,

Adjustment, Stability Surveys.
* Familiarity with P & I Requirements, Marine Surveying Reports

1. London Arbitration–Too Bad if your Award is Late

Sarah Langdon of Stone Chambers has sent us this note:-

Timothy Hill QC, with the assistance of Andrew Dinsmore,
has successfully defended a s. 68 Arbitration Act 1996 application in
The Celtic Explorer [2015] EWHC 1810 (Comm); Flaux J held that delay
in the production of an arbitration award was not enough on its own
to justify the intervention of the Court.

2. Lithium-Ion Battery Losses

Richard R. Rardin of Cozen & O’Connor’s Subrogation and Recovery

3. Freezing Orders in Australia

Nathan Cecil of the firm of Holding Redlich has sent in a note on a
series of decisions which confirm that Australian courts will grant
freezing orders to foreign parties to support the enforcement of foreign
judgments within Australia, even before any such judgment is delivered.

4. Ireland–the Next International Shipping Powerhouse?

We are indebted to Sam Chambers’s Daily Splash for this thought provoking
item:-

Dublin: Ireland has a unique opportunity to become a shipping powerhouse,
a report out today claims.

The report, issued by the Socio-Economic Marine Research Unit (SEMRU)
at NUI Galway, claims a planned International Shipping Services Centre
(ISSC) could put the Irish capital on a par with established hubs such
as London, Hamburg and Singapore.

“Building on the experience from the International Financial Services
Centre, and on Ireland’s success in aircraft leasing, the ISSC
plan aims at developing a hub for international ship finance in Dublin
to establish Ireland as an international maritime centre such as London,
Hamburg and Singapore,” the report noted.

Irish ship finance plans were first revealed two years ago with Irish
billionaire Denis O’Brien backing a company called ISSC Dublin.

ISSC Dublin aims to be the world’s first shipping centre with
everything under one roof like a trade centre, its ceo, Cormac Megannety,
told Splash today. Megannety also said that the renewed focus on maritime
by both the public and private sectors could see the Irish flag promoted
as an attractive registry for global shipowners.

“We’re encouraging the private sector to invest and take
risks,” Ireland’s Minister for Agriculture, Food and the Marine,
Simon Coveney told the Irish Independent today. “The model is to
replicate what we’ve done in aviation leasing.”

Ireland is one of the world’s leading centres for the global aviation
leasing business. 70% of the global leased aircraft fleet is leased
out of Dublin.

This morning Coveney is in Cork launching the Irish government’s
future maritime strategy.

The push to promote Dublin as a shipping service centre comes at an
opportune time, just as the UK government has announced plans to scrap
non-dom tax status, a move the head of the Baltic Exchange describes
as “disastrous”, while a number of Greek companies will soon
be looking for new corporate homes following recent tax change announcements
due to hit Greek shipping.

[Your editor used to say, after nearly a decade spent in Hong Kong,
that moving to the London shipping scene was like going from colour
TV to black and white. We could well imagine how much more colourful

Esben Poulsson has been appointed as the new President of the Singapore
Shipping Association (SSA) after the newly elected SSA Council (2015/2017)
was voted into place at the Association’s Annual General Meeting
yesterday (30 June 2015).

The 19th SSA Annual General Meeting announced that the seven Ordinary
Members nominated for the 2015/2017 Council, who were predominantly

The UK P&I Club has appointed Stuart Edmonston as Director of
Loss Prevention, following the retirement of Karl Lumbers.

Stuart joined UK P&I Club in 2014 as Loss Prevention Deputy Director,
having spent eight years at Holman Fenwick and Willan as a marine manager
and casualty investigator. He is a master mariner and has spent time
at sea in a wide variety of sectors including tankers, cruise ships,
offshore supply and FPSO.

BMT Group, the international maritime design, engineering and risk
management consultancy, has announced the appointment of Sir John Hood
KNZM as Chairman of BMT Group Ltd with effect from 1 October 2015, following
the retirement of Dr Neil Cross at the end of BMT’s financial year
on 30 September.

Sir John Hood is a non-executive Director of BG Group plc and WPP plc,
Chairman of Urenco Ltd (from which he will retire later this year),
Matakina Ltd, and Study Group Ltd; President and Chief Executive Officer
of the Robertson Foundation; and Chair of the Rhodes Trust and Teach
For All. For five years Sir John served as Vice-Chancellor of the University
of Oxford and, before that, as Vice-Chancellor of the University of
Auckland after a successful career at Fletcher Challenge, New Zealand’s
largest industrial conglomerate.

With a Bachelor of Engineering and a PhD in Civil Engineering from the
University of Auckland, Sir John was awarded a Rhodes Scholarship to
study at the University of Oxford where he read for an MPhil in Management
Studies. He was appointed a Knight Companion to the New Zealand Order
of Merit in 2014.

Arthur J. Gribbin has joined the firm of Lyons & Flood, LLP as
Of Counsel. Mr. Gribbin is a former Trial Attorney with the United States
Department of Justice and, most recently, Assistant General Counsel
to an international marine insurance association. He brings to the firm
eleven years of first-chair federal civil litigation experience and
nine years of in-house counsel experience as part of a thirty-year career
in the maritime industry.

(Italy) in 1946 has announced the opening of its Dubai subsidiary.

Dubai will be the Hub Office to serve customer’s interests in the
ports of UAE, Qatar, Oman, Bahrain, Saudi Arabia and Kuwait and later
on Iraq and Pakistan. The Dubai hub will cover both port agent for cargo
ships and port operations & tour operations for cruise companies
within the Middle East and Indian Subcontinent

Captain Hubert Ardillon, former head of the French masters’ association,
has been elected to replace Wolf von Pressentin of Germany as chairman
of the Confederation of European Shipmasters’ Associations. Capt
Ardillon spent most of his seagoing career in command of oil tankers
and in 2002 he was master of the VLCC Limburg when it was attacked by
terrorists in Yemen.

Idly searching against the term “batteries”, the avo archive
came up with this erudite piece, which appeared in Issue 226 of October
11th, 2005

Latin explained

MEANWHILE, your editor’s well-proven language skills are continually
being tested by knowledge-thirsty readers. This week, the question posed
by one reader, who can only be described as a quidnunc (Lat: What now?)
was, “What is the Latin for E-mail?” Simple, but it still
requires an answer, and it is encouraging to know that all those hours
spent ruining the eyes, bent over a Virgil primer while others were
out playing knock-down-ginger, have not been in vain. It all came flooding
back. Amo, amas, I love a lass, A, Ab, Ab negative, Coram, De, Homer
and Horace, Fortnum and Mason.

The ‘E’ is easy. It is quite an old letter. In fact, the names of thirteen
of the first fifteen kings of England began with the letter ‘E’, and
most of them were called ‘Ethel’. Next the hyphen, or ‘huphen’ in Latin,
meaning ‘together’, which is silent. And finally the mail, which the
Latins called ‘macula’, but which was always late because of the punitive
wars going on at that time. (viz: The Maculaman Always Rings Twice).

So there we have it. A typical message on a Latin computer screen will
read, “You have ’emaculate’ waiting’. Those readers who choose
to doubt this conception might like to know that almost all of the 26
locations Homer described in detail can be identified today in northern
Paliki and its neighbourhood, which fits like a glove and includes two
replaceable batteries, a bonus CD with additional titles, and a soft
pouch for storage and carrying.

Lawyer: Well, then, you are obviously biased for the prosecution.
Juror: That’s not true. I think prosecutors should be drowned at birth,
too.

Lawyer questioning his client on the witness stand:
Plaintiff’s Lawyer: What doctor treated you for the injuries you sustained
while at work?
Plaintiff: Dr. J.
Plaintiff’s Lawyer: And what kind of physician is Dr. J?
Plaintiff: Well, I’m not sure, but I remember that you said he was a
good plaintiff’s doctor.

Judge: Is there any reason you could not serve as a juror in this case?
Juror: I don’t want to be away from my job that long.
Judge: Can’t they do without you at work?
Juror: Yes, …..but I don’t want them to know it.

Lawyer: Tell us about the fight.
Witness: I didn’t see no fight.
Lawyer: Well, tell us what you did see.
Witness: I went to a dance at the Turner house, and as the men swung
around and changed partners, they would slap each other, and one fellow
hit harder than the other one liked, and so the other one hit back and
somebody pulled a knife and a rifle that had been hidden under a bed,
and the air was filled with yelling and smoke and bullets.
Lawyer: You, too were shot in the fracas?
Witness: No sir, I was shot midway between the fracas and the navel.

Defendant: Judge, I want you to appoint me another lawyer.
Judge: And why is that?
Defendant: Because the Public Defender isn’t interested in my case.

Judge (to Public Defender): Do you have a comment on the defendant’s
motion?
Public Defender: I’m sorry, Your Honor. I wasn’t listening.

Judge: You are charged with habitual drunkenness. Have you anything
to say in your defense?
